We have the onsite role below in Tallahassee, FL.  This is not just a Business Analyst role.  The consultant must have:

Minimum 3 years of experience in batch process design and development or equivalent experience with enterprise job scheduling or ETL processes.

Financial experience will also be good to have.


Requirement for:            IT Business Consultant- Tallahassee, FL

End Client:          Florida Department of Children and Families (DCF), 2415 N. Monroe St., Tallahassee FL

Closes:  December 12, 2025 by Noon EST

For Term:            Through 6/30/2025. The PO may be extended for a period not to exceed twelve months from the expiration of the State Term Contract contingent upon funding and satisfactory performance.  

Location: This position is in Tallahassee, FL, with the candidate expected to work onsite at 2415 North Monroe Street for the duration of the contract period.

The Office of Information Technology Services (OITS) is seeking an IT Business Consultant, Intermediate position. This position acts as a business relationship manager responsible for the collection, analysis, review, documentation and communication of business needs and requirements to the IT organization as relates to complex financial applications, processes, and reporting.  The documentation produced by this position will serve as structured input for AI-assisted code generation and application design processes.

The activities these candidates will be tasked with include, but are not limited to the following:

Requirements Elicitation and Analysis

  • Conduct business and technical requirements gathering for remediation or replacement of agency financial business systems or system components for integration with Florida PALM. (https://myfloridacfo.com/floridapalm)
  • Collaborate with business leaders, project managers, and other project stakeholders to understand the functional and non-functional requirements of the applications.
  • Leverage AI-based tools to extract, summarize, and validate functional specifications from legacy codebases, enhancing automation of requirements documentation.
  • Translate business requirements into semi-technical requirements that align with business goals and department standards.

Documentation and Process Mapping

  • Develop Business Requirements Documents (BRDs), Functional Specifications (FS), and User Stories with Acceptance Criteria.
  • Develop detailed process maps and data flow diagrams illustrating internal workflows and external integrations.
  • Define how different components of the system interact and document integration points across modules and external interfaces.
  • Produces high-quality, detailed documentation that meets organizational standards and supports traceability through the project lifecycle.

System Design

  • Collaborate with developers and UX designers to define user interface requirements, and ensure the front end is responsive, accessible, and user-friendly.

Testing & Quality Assurance

  • Generate acceptance criteria, application test plans and test cases from the documented requirements.
  • Participate in application system and/or user acceptance testing as assigned.

Tools & Delivery Practices

  • Utilize Azure DevOps to manage work items and adhere to department standard practices such as continuous integration and continuous delivery (CI/CD).
