Role Overview

We are looking for an experienced Project Manager to lead and deliver complex enterprise integration projects involving boundary systems such as JD Edwards EnterpriseOne (JDE), IBM AS/400, and Salesforce. This role requires strong expertise in managing cross-functional teams, system integrations, and stakeholder communication across business and IT.

Key Responsibilities

  • Lead end-to-end delivery of integration projects involving ERP, legacy, and cloud systems
  • Manage integration between JDE, AS400, Salesforce, and other boundary applications
  • Define project scope, timelines, deliverables, and resource planning
  • Coordinate with business stakeholders, technical teams, and third-party vendors
  • Ensure seamless data flow across systems using APIs, middleware, or batch integrations
  • Drive requirement gathering, solution design, development, testing, and deployment phases
  • Identify risks, dependencies, and mitigation strategies proactively
  • Monitor project progress, budget, and quality metrics
  • Ensure adherence to governance, compliance, and security standards
  • Lead status reporting, steering committee meetings, and executive communication

I. Description of Services

Texas Education Agency requires the services of 1 Information Security Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Information Security Manager 3, Security and the specifications outlined in this document for the Texas Education Agency.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Vulnerability Inventory and Baseline Establishment

 

1. Review the Agency’s existing vulnerability data, including vulnerabilities identified through scanning, assessments, or other security tools.

2. Establish and maintain a consolidated vulnerability baseline.

3. Develop and document a remediation timeline for all identified vulnerabilities, reflecting current risk posture and aging.

 

Risk Classification and Prioritization

1. Ensure that vulnerabilities are categorized and prioritized based on risk, severity, exploitability, and potential impact to Agency operations.

2. Align vulnerability classification and prioritization to applicable NIST guidance. 

 

3. Validate that remediation timeframes align with Agency established expectations for different vulnerability risk levels.

Remediation Coordination and Communication

1. Coordinate remediation activities with system, server, and application owners.

2. Communicate clear remediation expectations, risk context, and required timelines to responsible parties.

3. Track remediation progress and identify blockers, dependencies, or delays impacting closure.

4. Escalate overdue, high risk, or critical vulnerabilities to appropriate Agency governance or oversight bodies, in accordance with Agency processes.

 

Tracking, Metrics, and Reporting

1. Maintain ongoing tracking of vulnerability remediation status.

2. Produce periodic status reports summarizing.

 

Validation and Closure

1. Validate remediation actions through available evidence, including vulnerability scan results or other supporting artifacts.

2. Confirm closure of vulnerabilities in tracking systems once remediation is completed and validated.

3. Ensure vulnerabilities that cannot be remediated within required timeframes are formally documented and supported by approved risk acceptance or exception documentation, in accordance with Agency policy.

 

Program Improvement Support

1. Identify process gaps, systemic issues, or control weaknesses affecting vulnerability remediation effectiveness.

2. Provide recommendations for improving vulnerability remediation processes and accountability, aligned with NIST standards and Agency governance requirements.

Requirement for:      Data Modeler - Tallahassee FL

Client:                         Florida Department of Health, Office of Information Technology (OIT) Bureau of Clinic Management and Informatics, 4052 Bald Cypress Way, Tallahassee FL 32399

Term:                         This scope of work will begin on 7/1/2026 or the date on with the purchase order is issued, whichever is later. It will end at midnight, Eastern Time on 6/30/2027

PURPOSE - This scope of work is for Data Modeler services to support the centralization and cloud-modernization of the Department’s Health Management System (HMS). Contractor will provide these services to the Florida Department of Health (Department).

LOCATION – 4052 Bald Cypress Way, Tallahassee FL 32399

SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:

1.      Develop and maintain the data dictionary for the HMS at the direction of the Department.

·         Fully define all data elements including detailed description, purpose, business constraints, and relationships to other elements.

·         Develop and enforce naming conventions and data standards to ensure consistency across the application. This may include standard formats for dates, monetary values, or unique identifiers.

·         Ensure that the data dictionary is integrated into the software development lifecycle. It shall be a reference point for developers, database administrators, and analysts during design, development, and testing phases.

·         Implement processes to ensure the data dictionary is up to date with any changes to the application’s data structure or business rules as directed by the Department.

o   This includes adding new data elements, modifying existing ones, or removing obsolete ones.

o   Implement version control and change management processes to track changes made to the data dictionary over time.

·         Ensure the data dictionary is accessible to all relevant stakeholders, including development teams, database administrators, business analysts, Department Program Areas, and HMS end users as directed by the Department.

2.      Provide subject matter expertise for the implementation of a master patient index (MPI) for the HMS at the direction of the Department.

·         Evaluate the HMS to understand its structure, data quality, integration points, and existing data issues and limitations.

·         Collaborate with the Centralization of HMS (CHMS) Project Team to define and implement processes to standardize and clean patient data to ensure accuracy and consistency. This involves resolving duplicate records, correcting errors, and ensuring data conforms to defined standards.

·         Develop data governance policies specific to patient data, focusing on data quality, privacy, and security, especially in compliance with healthcare regulations like HIPAA.

·         In collaboration with the CHMS Team, provide subject matter expertise to design the architecture of the MPI system for a cloud environment, ensuring it is scalable, secure, and compliant with healthcare standards.

·         Apply advanced MDM techniques to manage and maintain the integrity of patient data across systems. This includes implementing rules for data matching, merging, and linking patient records.

3.      Develop and define a master data management strategy that aligns with the Department’s HMS centralization and modernization objectives as directed by Department.

·         Perform data assessment specifically identifying data quality issues, inconsistencies, and redundancies across the HMS Databases.

·         Define quality control strategies for monitoring the consolidation of HMS databases.

·         Define and implement processes to manage the deduplication of patient records.

4.      Complete job-required training as assigned by the Department. Submit verification of completion for each training (i.e. completed sign-in sheet, certification of completion, etc.) to the Department Contract Manager as directed by the Department.

5.      DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.

PERFORMANCE MEASURES AND CONSEQUENCES:

·         Failure to complete and submit Deliverables in the time and manner specified will result in a payment reduction equal to 10 percent of the total monthly invoiced amount.

·         Failure to comply with Task DATA SECURITY AND CONFIDENTIALITY will result in a payment reduction equal to 10 percent of the total monthly invoiced amount for each day the Contractor is not in compliance.

CRIMINAL BACKGROUND SCREENING - The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor’s employee being disqualified from performing services pursuant to this agreement.

TRAVEL - The Contractor will not be reimbursed for any travel expenses under this agreement.
