Description:

This project will optimize the agency’s CrowdStrike SIEM and related CrowdStrike services to improve threat detection, monitoring, and response capabilities. The contractor will expand and tune telemetry, integrate additional high‑value log sources, enhance security dashboards, and support the rollout of additional CrowdStrike services. The effort will increase visibility into endpoint and security risk, improve signal quality and correlation, and provide security leadership with clear insight into security operations effectiveness and overall risk posture.

Duties to Be Performed:

  • Assess current CrowdStrike SIEM configuration, telemetry coverage, and log ingestion
  • Enable and tune additional CrowdStrike telemetry to improve visibility and signal quality
  • Identify and integrate new high‑value log sources into CrowdStrike SIEM
  • Develop and refine security dashboards aligned to SOC and executive use cases
  • Assist with technical enablement and rollout of additional CrowdStrike services
  • Validate data quality, parsing, and correlation within the SIEM
  • Coordinate with Security Operations, IT Operations, and system owners
  • Identify gaps, risks, and improvement opportunities in monitoring and detection
  • Provide weekly status updates and monthly executive‑level progress summaries
  • Deliver supporting documentation and recommendations to sustain improvements

Requirement for:      Project Manager/Business Analyst - Tallahassee Florida

Client:                        Florida Department of Health, Division of Administration/Bureau of Finance and Accounting, 4052 Bald Cypress Way, Tallahassee FL 32399

Term:                         This scope of work will begin on 7/1/2026 or the date on with the purchase order is issued, whichever is later. It will end at midnight, Eastern Time on 6/30/2028.

PURPOSE - This scope of work is for Project Manager and Business Analyst services for the management and continued implementation of Florida PALM (Planning Accounting and Ledger Management) for the Florida Department of Health, Bureau of Finance and Accounting (Department). Contractor will provide these services to the Department.

SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:

  1. Create required reporting documents, using MS Word, Excel, or other software as assigned by the Department.
  2. Schedule and facilitate meetings as directed by the Department. Create and submit a meeting agenda and minutes for each meeting as directed by the Department.
  3. Manage the data collection and tracking of functional and technical requirements for system remediations as directed by the Department.
  4. Prepare process flow charts, as directed by the Department.
  5. Conduct status meetings, project team meetings, and stakeholder meetings as directed by the Department.
  6. Attend Florida PALM meetings as directed by the Department.
  7. Assign, track, and monitor Florida PALM project activities using MS Word, Excel, Project, or other software as assigned by the Department.
  8. Develop project plans and reports, using MS Word, Excel, Project, or other software as directed by the Department.
  9. Provide weekly updates with current task status, project plans, and reports as assigned by the Department.
  10. Communicate in meetings, verbally, via emails, and written formats with Department project teams and stakeholders as directed by the Department.
  11. Perform analysis and produce project documents and briefings as directed by the Department.
  12. Assist the Department with change management aspects from FLAIR to Florida PALM as requested by the Department.
  13. Coordinate with the Department’s Strategic Process Management team to develop and deliver appropriate training to Department end users as directed by the Department.
  14. DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.

CRIMINAL BACKGROUND SCREENING - The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor’s employee being disqualified from performing services pursuant to this agreement.

TRAVEL - Reimbursement for travel expenses is authorized only when approved in advance by the Department Contract Manager and conducted in accordance with Section 112.061, Florida Statutes and Department Internal Operating Procedure (IOP) 56-37.

The SOA Developer is responsible for technical design, development, maintenance, and support of the Oracle SOA system integrations with a heavy focus on system integrations architecture and development.

 

KNOWLEDGE:

The successful candidate for this role will have excellent development and analytical skills with production support experience. Responsible for working both individually and in team environments to develop and deliver business functionality based on Oracle SOA, Oracle EBS, Maximo, HCM and other peripheral system software components. The candidate will work closely with the Fusion Middleware Architect, and the Application Developers and Business Analysts from multiple systems, to Support SOA processes, and translate requirements to technical design, through development, unit testing and assisting with deployment of developed components.

 

RESPONSIBILITIES AND ESSENTIAL DUTIES:

  • Take direction concerning any of the following, from the Fusion Middleware Architect or the Software Development Manager.
  • Will likely serve as the primary or backup technical resource for all Fusion Middleware-based solutions.
  • Define, design, and implement complex composites using BPEL, OSB, Human workflow, Business rules, JDeveloper, XML, Java, SOAP, REST and other protocols.

  • Interact with other middleware/messaging teams within the company, who are working with other technologies, to properly serve the company’s System Integration and web services needs.
  • Experience with Oracle Integration Cloud (OIC) Gen2/Gen3 is desired. Migration experience from SOA on-prem to OIC is a plus.

Minimum of five (6) years of experience with Oracle BPEL, XML, XSLT, XSD’s, Java performance tuning and monitoring.  Minimum of three (3) years of experience in J2EE including Weblogic, Web Services.  Minimum of three (3) years of experience of SOA architecture, governance, adoption and implementation.  Minimum of three (3) years of experience with Oracle Service Bus (or Oracle ESB), Oracle RDBMS.  Background in business process analysis, system requirements, as well as data modeling and detailed functional design.  Demonstrates expert knowledge in working with integration and interfaces to other systems.  Practical experience routing warning/error messages, automation of the routing, and techniques to prevent processes from needing to route these types of messages after-the-fact.  Familiarity of Oracle Business Intelligence (OBIEE), EBS Analytics, Single Sign On (Oracle Identity Governance Suite and/or Oracle Access Management Suite Plus), building dashboards in relation to SOA activity is a plus.

 

Required:

  1. Oracle experience:  Oracle BPEL 12c, Oracle Service Bus 12c, Oracle ESB 12c, J2EE including Weblogic, Web Services, Oracle SOA Suite 12c, Oracle Database 19c, SOA process performance tuning.
  2. Knowledge of SOA principles and practices, and the ability to apply meaningfully to system integrations.
  3. Knowledge of and Experience in all areas of solution architecture related to SOA:  Infrastructure, Security, Integration, Application, Data.
  4. Detail oriented and effective time management and strong analytical, organization and problem solving skills.

  1. Experience securing SOA processes, especially data-in-motion.  Experience with WS-SECURITY standard. Experience with varies security models and security access/authentication *to* SOA processes (OAM Suite Plus, etc).
  2. Oracle ADF User Interface experience.  And/Or Oracle APEX.  Ability and experience with generating common (Canonical) data models.
  3. Technical  and analytical abilities sufficient for the maintenance and development of Oracle ERP products and systems, and should have technical experience with the most of the following Oracle modules:  E-Business Suite (GL, AR, AP, PO, FA, Project Costing, Financials, HRMS, Procurement, Budgets, Cash Management, iExpenses and Time & Labor) and IBM’s Maximo Asset Management System.  Any experience with Oracle Fusion HCM file-based integrations might be helpful. Oracle XSU (XML SQL Utility) for REST services.
