Title: Cyber Security Application Security (AppSec) Lead 

Location: Houston, Texas Downtown, must relocate, No Exceptions. 

In-Office Expectation: 4 days in-office, 1 day remote (Houston, TX 77002)

Job Description:

  • Leverage Security Scorecard and vulnerability intel sources on application side (i.e.) Invicti, Checkmarx, Wiz to analyze open Vulnerabilities, risk posture, prioritize vulnerabilities, and align remediation based on CVSS scores and business criticality.
  • Act as a hands-on technical lead, actively fixing vulnerabilities in code and setting remediation standards for the team.
  • Should have excellent knowledge of SDLC controls including PR checks, severity thresholds, branch protection, and release gates.
  • Perform secure code reviews and directly remediate vulnerabilities such as injection flaws, authentication issues, insecure APIs, and data exposure risks.
  • Translate SAST/DAST findings into practical code fixes (input validation, encryption, auth controls, secure configurations).
  • Partner with developers to triage vulnerabilities (CWE/OWASP) and drive faster remediation (MTTR reduction).
  • Demonstrate strong development expertise (.NET / Java / APIs / Web apps) with ability to debug, refactor, and resolve security issues.
  • Integrate security into CI/CD pipelines by implementing automated scanning, security gates, and remediation workflows.
  • Oversee cloud vulnerability remediation (Wiz), prioritizing internet-facing risks, identity exposure, and misconfigurations.
  • Establish and track AppSec KPIs (MTTR, false positives, recurring vulnerabilities, SLA adherence) and present insights to stakeholders.
  • Lead and mentor teams by providing hands-on guidance, enforcing secure coding practices, and driving continuous improvement in vulnerability remediation and risk reduction.

 

Required Qualifications:

  • Bachelor’s degree in Computer Science, Information Technology, or related field, with 8–12+ years of experience in application development and security.
  • Proven hands-on experience in secure application development (.NET / Java / APIs / Web apps) with strong expertise in identifying and fixing code-level vulnerabilities.
  • Deep knowledge of application security practices, including SAST/DAST tools (Checkmarx, Invicti), OWASP Top 10, CWE, and CVSS-based risk prioritization.
  • Strong experience in DevSecOps and CI/CD integration, including implementing security gates, automated scanning, and secure SDLC controls.

Requirement for:      Project Manager/Business Analyst - Tallahassee Florida

Client:                        Florida Department of Health, Division of Administration/Bureau of Finance and Accounting, 4052 Bald Cypress Way, Tallahassee FL 32399

Term:                         This scope of work will begin on 7/1/2026 or the date on with the purchase order is issued, whichever is later. It will end at midnight, Eastern Time on 6/30/2028.

PURPOSE - This scope of work is for Project Manager and Business Analyst services for the management and continued implementation of Florida PALM (Planning Accounting and Ledger Management) for the Florida Department of Health, Bureau of Finance and Accounting (Department). Contractor will provide these services to the Department.

SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:

  1. Create required reporting documents, using MS Word, Excel, or other software as assigned by the Department.
  2. Schedule and facilitate meetings as directed by the Department. Create and submit a meeting agenda and minutes for each meeting as directed by the Department.
  3. Manage the data collection and tracking of functional and technical requirements for system remediations as directed by the Department.
  4. Prepare process flow charts, as directed by the Department.
  5. Conduct status meetings, project team meetings, and stakeholder meetings as directed by the Department.
  6. Attend Florida PALM meetings as directed by the Department.
  7. Assign, track, and monitor Florida PALM project activities using MS Word, Excel, Project, or other software as assigned by the Department.
  8. Develop project plans and reports, using MS Word, Excel, Project, or other software as directed by the Department.
  9. Provide weekly updates with current task status, project plans, and reports as assigned by the Department.
  10. Communicate in meetings, verbally, via emails, and written formats with Department project teams and stakeholders as directed by the Department.
  11. Perform analysis and produce project documents and briefings as directed by the Department.
  12. Assist the Department with change management aspects from FLAIR to Florida PALM as requested by the Department.
  13. Coordinate with the Department’s Strategic Process Management team to develop and deliver appropriate training to Department end users as directed by the Department.
  14. DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.

CRIMINAL BACKGROUND SCREENING - The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor’s employee being disqualified from performing services pursuant to this agreement.

TRAVEL - Reimbursement for travel expenses is authorized only when approved in advance by the Department Contract Manager and conducted in accordance with Section 112.061, Florida Statutes and Department Internal Operating Procedure (IOP) 56-37.
