Project Description:

·         As the 911 Authority for El Paso and Teller Counties, we maintain address points, road centerlines, and emergency response areas in addition to supporting base layer datasets.

·         This GIS data is provided out to 8 PSAPs (Public Safety Answering Points) in support of multiple 911 mapping applications which require different data formats and attribute fields.

·         We also have data sharing agreements with outside agencies such as El Paso County, City of Colorado Springs, Teller County, etc. Our data model is based on the software requirements needed within the PSAP applications as well as the requirements for Next Generation 911.

·         To briefly explain the situation, we have two ArcSDE 10.0 geodatabases in SQL Server 2008. Our day-to-day working database is in ArcGIS 9.3 format and is basically a flat file. A relational 10.0 geodatabase model has been created that we are trying to move into.

·         We currently input data into both systems because the relational system is not 100% functional right now.

·         This is not a straight data-dump process as some of what is not functional right now is the linking needed between related features and / or tables. In some cases, the data in the relational model is more correct than the working flat file format.

·         Additional fields need to be added and populated. The shape fields should change from binary long integer to geometry so that labeling can be done from fields in related tables. Additional relationships may need to be developed.

·         There are over 40 custom tools that have been created in C# to perform data checking, sync'ing of information between databases, exporting out of the relational model, etc. Some of these tools need either modification in C# or conversion into a more GIS-popular programming language.

·         As an organization, we also need a way to maintain these tools as changes take place to data requirements, software versions, and / or staff.

·         Documentation is needed with all custom tools so that staff with limited programming knowledge can make modifications as the need arises.

·         We are also looking to upgrade software, databases, and tools to ArcGIS 10.2 later this year.

 

Project Goal:

Our goal is to find someone with database management and programming skills that can quickly gain an understanding our two systems, develop a plan to help us migrate from one to the other, and help us implement that plan.

 

Project Candidate:

·         The successful candidate must quickly assess current processes, tools, and required end products.

·         Then determine and develop additional processes or tools as needed to complete the transition to the relational database.

·         The successful candidate must have the skill and knowledge to scope the work required, develop and present a work plan to resolve the data migration in the most optimal manner.

·         Once the work plan is proposed and approved, it is the expectation that the consultant will be able to perform and execute the plan in a lead role while working with the El Paso Teller County 911 Authority GIS team.

·         This is considered a senior level consulting position for a person who can envision, lead, develop, and cross-train the GIS team.

 

Technical credentials:

·         ESRI ArcGIS 9.3 – 10.2

·         Relational database management with ArcSDE databases in MS SQL Server 2008

·         C# Programming skills – ability to expand upon and/or convert existing custom tools

 

Required skills:

·         Must develop GIS applications in a web or desktop environment.

·         Must be able to manipulate, analyze or display geographic information.

·         Must identify and understand user requirements and work with user to ensure that application successfully meets user needs.

·         Design, test and debug computer programs, applications, or software packages, and maintain existing computer programs by making modifications as required.

·         Train users on applications, develop documentation, and install application in user environment. Integration and management of geographic data and design of geographic databases may be required to build and operationalize applications.

·         Duration of the work is estimated at 6 months, but the duration will be adjusted based on the time needed to complete the project.

·         This work is to be performed on-site at the El Paso/Teller County E911 Authority in Colorado Springs, Colorado.
