The CAA Section 203 Mental Health Parity project has been created to address the Mental Health Parity and Addiction Equity Act (MHPAEA) mandate. This mandate requires group health plans and issuers to provide mental health benefits that are on par with the Market Segment (LOB): Medical Plan Types: Product medical/surgical (M/S) benefits that they provide. It seeks to achieve this parity through a set of numerical tests on the costs that participants pay (quantitative treatment limitations or QTLs) and a range of other requirements relating to matters such as limitations on the scope, duration, and availability of benefits (nonquantitative treatment limitations or NQTLs) for mental health and substance use disorder (MH/SUD) benefits in comparison to M/S benefits. NQTLs include prior authorization, concurrent review, retrospective review, provider credentialing, network participation, provider reimbursement and other non-financial considerations that as written or in application may limit the scope or duration of a benefit, or access to the benefit.

 

Section 203 of the mandate requires that comparative analyses of NQTLs be made available to state and/or federal regulators within 45 days of enactment of the Consolidated Appropriations Act of 2021, which was December 27, 2020.

 

The ability to reference documented Processes, Procedures and DLP's during a potential audit is critical for maintaining compliance to the mandate. The project has identified the lack of documented processes, procedures and DLP's as a significant gap. The creation and/ or modification of processes, procedures and DLP's requires a dedicated technical writer to collaborate with the SME's in order to produce a high-quality document. The below bullet points include the primary considerations for why a technical writer is a necessary part of the team completing the process documentation and that the temporary position be paid for by the project.

 

A professional technical writer will devote 100% of their time to the project. Based on the current timetable, assigning technical communication projects to other internal employees is unrealistic.

A technical writer will be able to assess the content strategy (audience, objective, delivery options, etc.), plan, time-line, and assist Blue Shield in delivering the processes, procedures and DLP's in a timely fashion.

Technical writers will have experience with the various content development tools which are available, as well as all the methodologies and delivery options which can provide the most cost-effective, accurate, and complete delivery of CAA Section 203 documentation as possible.

An experienced technical writer will bring the organizational and grammatical skills to communicate the complex concepts, procedures, and knowledge that must be included as part of the MHPAEA mandate.

This person will operate under general direction. Assignment will be very broad in nature and at a high level of complexity. They will research, design, and prepare online job aids, reference materials and audit documentation.

 

Required Skills:

 

Experience with healthcare payer operations

Candidate must have hands-on experience in writing desk level procedures that are easily readable online.

Experience eliciting detailed procedures that help business meet objectives and ensure compliance.

Examples of writing such as operating procedures and online content.

Possess excellent communication (verbal and written), and interpersonal skills.

 

Education Requirement:

 

Bachelor's degree or higher preferred but not required

 

Software Skills Required:

 

MS Office Suite (MS Project, Word, Excel, PowerPoint and Visio); Online content tools
