Role: Project Manager with Healthcare Background
Duration:  24 Months
Location: Rensselaer, NY

Job Description:

The Division of Juvenile Justice and Opportunities for Youth electronic system, the Juvenile Justice Information System (JJIS) now includes medical information regarding services that were provided by OCFS staff. This change has created the need for HIPAA compliance; the sharing of medical and mental health information is a requirement of the DOJ settlement. We are working with the NYS Office of Mental Health (OMH) to incorporate Mental Health staff and their information with OCFS staff. OMH requires that our systems be HIPAA compliant. We may not be able to have this working relationship with OMH, and would have difficulty with HIPAA compliance, without a project manager dedicated to this project.

 

Responsible for monitoring regulatory requirements, developing HIPAA privacy and security programs, and implementing appropriate strategies to promote compliance. Implement and monitor training needs. The position would need to possess legal experience and knowledge of HIPAA-related rules and regulations; techniques of administrative and organizational systems analysis; principles and practices of project planning, monitoring, and evaluation; methods of research including the use of automated systems.

Candidates should have at least 84 months experience, and at least one of the following should apply:

 

·        Experience developing and implementing practices and procedures that ensure compliance with federal, state, or social services laws and regulations, specifically related to cyber security and HIPAA compliance.

 

·        Research and technical design of information privacy laws, access, release of information and release control technology components for governmental agencies.

·        Experience developing self-assessments and implementation action plans to incorporate HIPAA security requirements into large systems including updating processes and procedures related to action plans and self-assessments.

·        Experience working with change management planning and implementing change brought about by revisions to federal or state laws related to a state supervised locally administer program. This experience should include understanding of program and technical IT requirements and their impacts on one another, and the facilitation of communications between users, IT staff and stakeholders.

·        Experience managing informational technology issues and drafting and negotiating technology agreements.

·         Master's Degree
