The NC Department of Health and Human Services is seeking to fill a short term (approx. 12 month) contractor assignment for a Curam Developer contractor to assist with the development and implementation of North Carolina's Health Benefit Exchange (HBE) within NC Families Accessing Services through Technology (NC FAST). This project uses the Cúram Business Application Suite. This resource will have significant delivery responsibilities as part of NC FAST HBE development, and will act as the point of contact on site for development-related questions and issues that arise which cannot be addressed by a technical consultant. They will work closely with Senior Technical Consultants on design and development issues, and may act in the role of senior technical developer.

Duties include but are not limited to: leading functional and detailed requirement development, code development, Joint Application Development (JAD) sessions, functional and detailed design, and life cycle management for the implementation of the HBE within NC FAST. Areas of focus will include business and workflow process modeling, and business reengineering using Cúram. These activities will involve the use of COTS Cúram Enterprise Framework Components, Cúram Intelligent Evidence Gathering (IEG2), Cúram Express Rules for Triage (CERT), IBM Cúram Solution for Healthcare Reform, Oracle, use of XML technology in Cúram, Cúram Evidence Framework, Subversion, and WebSphere. Responsibilities also include reporting statuses to the NC FAST Project Manager, and adhering to DHHS policies and procedures.

Knowledge, Skills, and Abilities Requirements:

Required:
* Extensive technical knowledge in the following specialized areas of web application system analysis and programming: Java, J2SE, J2EE, XML, XSL, Eclipse, HTML, Cascading Style Sheets, and Web Services standards (SOAP and WSDL)
* Minimum three (3) years of social enterprise management experience
* Experience as a Cúram Developer with experience in the full life cycle of requirements through functional design and testing
* Experience in development with both the Cúram Enterprise Framework and Cúram Solution Modules
* Experience in problem identification and integration of technical skills to address and solve issues
* Ability to translate and communicate highly technical concepts to both technical personnel and non-IT business users
* Ability to create and write technical documents using MS Office products, Visio, Word, Excel, and PowerPoint
* Ability to develop relationships/partnerships with customer by responding to needs and exhibiting a sense of urgency, independently identify options
* Ability to organize, prioritize, and follow complex and/or detailed technical procedures
* Work independently and perform job with minimal supervision
* Experience using the Cúram Enterprise Framework Components, Cúram Intelligent Evidence Gathering (IEG2), Cúram Express Rules for Triage (CERT), Cúram Health Care Reform, Oracle, and Subversion

Highly Preferred:
* Cúram V6 Certified Developer
* Experience with database platforms and tools (Oracle ODI, and OWB)
* Experience with JavaScript and IBM Websphere
* Experience with North Carolina DHHS IT Functions

Description:
* Task Order 1 of 3 * The Department of Health and Human Services (DHHS) is seeking to fill a short term (approx. 12 month) contractor assignment for a Curam Reports Developer to assist with design and development of components to support required reports for North Carolina's Health Benefit Exchange (HBE) within NC Families Accessing Services through Technology (NC FAST) Program using Cúram Software. Position will analyze and identify reporting requirements for NC FAST HBE reports and develop recommendations to effectively report data of mid to high level complexity related to varied business metrics and for designing, coding, testing, debugging, and documenting reporting solutions, while enhancing existing reports to ensure that solutions continue to meet business needs. The selected candidate must understand the underlying data sources (databases) and interpret requirements provided by the business to analyze operational issues and develop appropriate diagnostic and/or tracking data via reports and dashboards. These include but are not limited to: report queries, report layouts, any necessary supporting data structures, and Extract Transformation Load required to populate the data structure. Duties also include gathering and documenting requirements for new reports, extraction or collection of data for performing queries and writing reports, and developing and analyzing operational performance metrics and reports to ensure the quality and integrity of extracts though the use of validation and audit strategies. The selected candidate will be responsible for status reporting to the NC FAST Project Manager and for adhering to DHHS policies and procedures.

Knowledge, Skills, and Abilities Requirements:
Required: • Minimum three (3) years of experience programming and design of large scale web based distributed systems • Experience in using Oracle, Oracle Utilities, ETL tools such as Oracle Warehouse Builder (OWB) or Oracle Data Integrator (ODI), SQL scripting and Relational Database modeling • Experience with structured system development methodologies • Good communication skills, both oral and written, and ability to maintain effective working relationships with end users and staff. This position will be responsible for reviewing business requirements for client notices, assessing current notice capabilities within the Cúram product, and evaluating design logic within NC FAST to access notice templates. The Department of Health and Human Services (DHHS) is seeking to fill a short term (approx. 12 month) contractor assignment for a contractor resource to serve as Cúram Applications DBA on the Oracle Database Platform for North Carolina's Health Benefit Exchange (HBE) within NC Families Accessing Services through Technology (NC FAST) Program using Cúram Software.

This position will have primary responsibility for managing the Cúram application schema, design, and extensions within the database, in development, test and production environments. Position will provide database technical support, tuning, application administration and consulting. In addition to Cúram application database support, the individual will provide support for Oracle, Oracle Dataguard, and Oracle Enterprise suite in an AIX environment.

Duties include working with developers to identify and refine data requirements, database design, database migration planning, configuration, performing backup and recovery, monitoring database performance, and reorganizing database structures as needed. Creation and modification of test and production data, base schemas, and a primary role in the creation of database migration plans will also be required. The position will also be involved in development of procedures for effective database use and must ensure standards are met.

Knowledge, Skills, and Abilities Requirements:

Required:

* Must possess demonstrable skills with Cúram Software and database schema and Oracle or DB2 database software including the ability to configure, monitor, tune, backup and restore Oracle database servers.

* Must have the ability to author code in SQL, PL/SQL and Unix/Linux and be proficient in one or more shell scripting languages.

* Experience in a Cúram software development environment
