     Job Description:

The Program Manager oversees all aspects of a program and will act as project manager for one or more projects within the program using planning, monitoring and controlling processes. The Program Manager is responsible for co-ordination and completion of the projects and to this end will perform a variety of tasks including setting deadlines, assigning responsibilities, and monitoring and summarizing progress of the projects within the program. The Program Manager may be responsible for more than one project at a time

Context of Job:
The BSA and Sanctions Officer for North America Wholesale is responsible for designing, documenting and implementing the AML and OFAC Sanctions Compliance Program for the NY Branch and., as well as providing guidance and assistance to the Canada Branch and Mexico Office with respect to their AML and Sanctions issues.

Job Holder will provide program, project and test management services for IT Workstream of the BSA/ AML Program. While the Job Holder will report, hierarchically, to the Head of Compliance, the Program Manager will report into the BSA / AML Program Board.

Limited travel required to Utrecht (potential)

Key Responsibilities and Accountabilities:
As a Program Manager Job Holder will have the following responsibilities:

  • BSA/AML system implementations will be the primary focus of the role.
  • Present status, risks, issues of projects within the program to the Program Board
  • Hold project managers accountable to the project delivery standards

Job Skills and Knowledge:

Essential:

  • Certified in a leading Project Management Methodology [Prince 2 preferred]
  • Solid track record of delivery for several large projects on time and in budget
  • Compliance Bank Secrecy Act (BSA) / Anti-Money Laundering (AML) project implementations
  • 5 to 7 years of financial industry experience
  • Able to communicate effectively with clients to identify needs and evaluate alternative business solutions.
  • Continually seeks opportunities to increase customer satisfaction and deepen client relationships.
  • Able to develop lasting relationships with client personnel that foster client ties.
  • Builds a knowledge base of each client's business, organization and objectives.
  • Manages the development of team by ensuring, when possible, that project tasks are in line with each Innovator's career interests.
  • Identifies opportunities for improvement and makes constructive suggestions for change
  • Effectively utilizes each team member to his/her fullest potential.
  • Motivates team to work together in the most efficient manner.
  • Mitigates team conflict and communication problems.
  • Manages day-to-day client interaction.
  • Sets and manages client expectations.
  • Approves team members' time and expense reports in a conscientious and timely manner.
  • Reviews the status reports of team members and addresses issues as appropriate.
  • Complies with and helps to enforce standard policies and procedures.
  • Manages the process of innovative change effectively

As Project manager Job Holder have the following responsibilities for each project they manage:

  • Creates and executes project work plans and revises as appropriate to meet changing needs and requirements.
  • Identifies resources needed and assigns individual responsibilities.
  • Manages day-to-day operational aspects of a project and scope
  • Reviews deliverables prepared by team before passing to client
  • Effectively applies Prince2 methodology and enforces project standards.
  • Sets and manages client expectations
  • Prepares for engagement reviews and quality assurance procedures
  • Minimizes our exposure and risk on project
  • Ensures project documents are complete, current, and stored appropriately
  • Tracks and reports team hours and expenses on a weekly basis.
  • Manages project budget.
  • Ensures timely and accurate payment of invoicing, and monitors all costs for project.
  • Understands basic cost-to-completion projections and makes decisions accordingly.
  • Understands our invoicing procedures.
  • Assures project legal documents are completed and signed.
  • Effectively conveys our message in both written and verbal discussions.
  • Facilitates team and client meetings effectively.
  • Holds regular status meetings with project team.
  • Keeps project team well informed of changes within the organization and general corporate news.
  • Effectively communicates relevant project information to superiors.
  • Delivers engaging, informative, well-organized presentations.
  • Resolves and/or escalates issues in a timely fashion.
  • Understands how to communicate difficult/sensitive information tactfully.
  • Possesses general understanding in the areas of application programming, database and system design.
  • Maintains awareness of new and emerging technologies and the potential application on projects

Key Relationships:

  • Establish profitable and long-term relationships with Compliance and ITOPs Management Team, business and support groups locally and globally
  • Forge profitable relationships with other IT teams (IS&D and ITI)
  • Establish relationships with external vendors as required

Key Performance Indicators:

  • Assigned projects delivered on-time and with budget tolerance.
  • Relationships between PM, team and client strengthened through project activities
