Title: Business Program Analyst

Duration: 12 months

Location: Aberdeen, SD (need onsite from day one) (if someone can relocate for the project from day one is also ok)

Rate: negotiable and C2C is also fine

The Bureau of Information and Telecommunications (BIT), Development Division, on behalf of the Department of Labor and Regulation (DLR) in Aberdeen, South Dakota, is looking for two (2) Business Program Analyst resources with the below qualifications.

 

Job experience reflected in submitted resumes should highlight and provide information specific to the position responsibilities and qualifications defined below.

 

Position Responsibilities

These positions will work as part of a team and directly with the client on the South Dakota Department of Labor and Regulation Reemployment Assistance system modernization effort, which includes claim intake and processing, weekly certifications, determinations, benefits, overpayments, wages, etc.  These positions will be responsible for discussing and reviewing the client's business processes from end-to-end to elicit, analyze, and document their critical business and systems requirements, and design specifications. Acting as a primary program analyst, this position will work with the client to elicit business needs and translate them into clearly defined, well-documented, high-quality requirements, functional designs, technical, and system supplemental specifications.

 

Qualifications

A degree or equivalent experience in information systems.

Experience with Labor unemployment compensation/insurance processes and claims systems.

Experience collaborating with system users and IT teams to translate business needs into well-documented, high-quality requirements, functional designs, and system supplemental specifications.

Experience with learning business rules from current DLR and BIT employees then documenting the rules.

Experience evaluating and analyzing business changes and working with system users and IT staff to identify solutions, implement these changes, and identify the system impacts.

Experience analyzing problems and provide corrective action plans.

Experience with providing quality control for work completed by IT teams to ensure requirements have been met which may include developing test criteria for requirements.

Experience validating computer application features.

Ability to perform system testing on developed applications.

Experience creating presentation materials and facilitating meetings of various sizes.

Familiar with SDLC concepts.

Familiar with database structures.

Familiar with SIPOC and Agile and/or SCRUM development methodologies.

Excellent communication skills, written and verbal.

Perform these functions with minimal supervision.

All work will be completed onsite at the Department of Labor and Regulation building in Aberdeen, SD.

Ability to pass background security check (including fingerprinting).
