Job Description:
* Lead and mentor application staff in the development and/or support of systems applications, typically in support of multiple/complex business functional areas.

* Manage one or more projects within the constraint of scope, quality, time, and cost, to deliver specified requirements and meet customer satisfaction that aid in the corporate strategy for Highmark.

* Lead and mentor multiple teams within or across departments, this may include managing exempt and matrixed employees and contractors who serve on the project team.

* Work with staff and management to provide moderate to highly complex technical solutions to business requirements. This includes analyzing business requirements, designing and developing technical solutions, testing and implementing the technical solution, conducting walkthroughs, creating technical documentation and communicating status.

* Provide technical leadership in first-line resolution of highly complex technical problems. The Lead may provide primary and/or secondary on-call support. The lead is responsible for developing on-call procedures.

* Lead in the development, implementation and continuous improvement of division procedures.

* Work with staff and customers to estimate and prioritize change requests and defect resolution. Participate with the customer in defining release contents.

* Deliver complex to very complex technical solutions according to project timelines and budget constraints by utilizing project management tools and methodologies.

* Provide input to the annual and interim reviews of the application team members regarding performance and development needs.

* Monitor and contribute to the changes in Highmark Technical Architecture and tools. Ensure that team members within the division are trained on changes and applications are kept as current as appropriate.

* This position is required to comply with all Highmark Corporate Policies and ISG Procedures and Standards.


REQUIRED QUALIFICATIONS
* High School Diploma / GED equivalent PLUS:
* Good verbal and written communication skills
* 8+ years experience:
* Interfacing with representatives of business process owners
* Utilizing a software development life cycle
* Preparing project documents, estimates and status reports
* Proven application development and support experience that includes creating distributed applications through analysis of specific business requirements.
* Utilizing the Java, J2EE and Web application programming languages.
* Working with relational databases (MS-SQL Server, Oracle, DB2 etc) and related concepts
* Utilizing RAD and/or Eclipse programming tools.
* Utilizing the Harvest version control software.
* Utilizing strong analytical and problem solving skills to quickly diagnose and resolve issues

* 5+ years experience:
* IBM WebSphere MQ and Message Broker
* Object Oriented Design and Object Oriented programming skills

*3+ years experience:
* Working with WebSphere Application Server (WAS).
* Managing projects, technical mentoring
* Performing presentations to small groups
* Project Management
* Interfacing with representatives of business process owners.

PREFERRED QUALIFICATIONS

Education:
* Bachelors Degree
* Software certification such as Sun Certified Java Programmer/Developer (SCJP/SCJD) or MQ Java Certification

Work Experience:
*Experience with Pega Rules Process Commander
*Insurance experience especially with a Blue plan.
