Job Description:

* Providing technical expertise/ support:
o Within an assigned systems unit/area, usually as a member of a project team or production support team, in the design and development of small and medium business applications.
o On projects or systems issues of a moderate to complex nature.

* Develop relationships and integrate activities with other systems departments to ensure successful implementation and support of project efforts.

* Collect and analyze business and system requirements for small and medium projects.
* Identify conflicting system integration issues of a moderate to complex nature and recommend alternative solutions.

* Develop and maintain good relationships with customers and systems colleagues to meet expected customer service levels.

* Define application scope and objectives of a moderate to complex nature.

* Assist in the enhancements of procedures to solve business problems.

* Prepare detailed specifications of a moderate to complex nature to develop programs to include:
design, code, test, debug and document programs.

* Provide input on the status of project efforts, anticipating/identifying issues that inhibit the attainment of project goals and implementing corrective actions.

* Assist and/or prepare application development project plans.

* Provide assistance:
o In the analysis, design, programming, testing and implementation for new and existing business application software and/ or provide Production support of small and medium business applications.
o In the support of the technical systems environment; this may include performance monitoring, issue resolution and specific product support.
o In the support and compliance of all ISG corporate policies and procedures

* This position is required to comply with all Highmark Corporate Policies and ISG Procedures and Standards.

* Promote a culture of performance excellence departmentally, throughout HRAS and Corporately by enhancing job skills through quality process improvement and tools training / certification, by participating in process and operational improvement initiatives, and by building and maintaining effective relationships throughout organization to advance Performance Excellence

REQUIRED QUALIFICATIONS:
Education/ Work Experience (indicate number of years and type(s) of experience)*:
* High School Diploma or GED PLUS
* One (1) year experience:
o Utilizing software development lifecycle.
o Interfacing with business partners and/or customers.
* Two (2) years experience:
o Developing and supporting Java business applications in open system technologies.
o Utilizing application programming language and programming tools.
o Utilizing database modeling.

PREFERRED QUALIFICATIONS

* Bachelors Degree
* 2- 4 years of proven application development experience that includes creating distributed applications through
analysis of specific business requirements.
* Strong Java and J2EE programming experience.
* UI development experience (HTML, Javascript, and CSS).
*Experience working in an IBM MQ Websphere environment
* Experience working with Pega Rules Process Commander
* In-depth understanding and demonstrated use of object-oriented design principles.
* In-depth understanding and demonstrated use of J2EE patterns and frameworks.
* Experience working with relational databases ( Oracle, DB2 etc) and concepts.
* Insurance experience especially with a Blues plan
