Our client is looking for a Program Manager (PM) who will report directly to the Senior Director of Applications. The Program Manager will oversee projects relating to the development, deployment, maintenance and support of the systems and applications that support the business. The Program Manager will work with the business executives and all the application teams supporting the Group. These team members include business architects, solutions architects, business analysts, developers, quality control, training, technical writers, and numerous support groups.

The Program Manager is responsible for the Vehicles program through its life cycle of procurement, development, deployment, operations & maintenance as well as future enhancements. The incumbent of this position will work with multiple project managers, engage internal & external stakeholders, build consensus, document, and plan for overcoming operational, project & program challenges and have operational oversite of the IT strategic initiatives.

The Program Manager will be the agency's subject matter expert and primary point of contact for the Strategic Initiatives. In this role you will prepare project plans, designs, specifications, and cost estimates for the strategic initiatives.  You will prepare and review reports from vendors and application dashboards to review analytical data for cost benefit calculations and priorities. The Program Manager will work with subject matter experts from multiple fields in the review, management and achievement of all project goals and timelines. The PM will assure that stakeholders are represented throughout the project process as well as brief senior leadership on project milestones, challenges, and decision points.

The Program Manager will oversee the Electronic Vehicle Registration (EVR) initiative which includes the creation and production deployment of numerous new transactions and services.  It will also include EVR Lite and the implementation of new partners, service providers and associations. There will be numerous strategic engagements as well such as Electronic Titles and Electronic and/or Digital License Plates.  The PM is also responsible for the Electronic Document Scanning initiative for the partners .  You will also be part of the Documentation Verification and Destruction taskforce.  The PM will also be responsible for the Salesforce Customer Relationship Management (CRM) implementation and important ATLAS enhancements and fixes managed though our service request process (SQR). 

 

Duties and Responsibilities:

 

Leads the IT program with the guidance and prioritization from business management and IT management.

Works with senior program managers and program staff to determine program needs and standards and to devise efficient methods of accomplishing work, to recommend changes and/or to integrate functions thereby providing more proficient and efficient operations.

Facilitates the Program via the tracking and exchange of information; leads & coordinates weekly, monthly, and quarterly meetings of stake holders and manages the dissemination of information; prepares articles, briefings, illustrations, and presentation materials explaining program activities, goals, objectives, and initiatives.

Provides guidance and assistance on delegated tasks, ensures assignments are on schedule to meet targets.

Communicates with external and internal stakeholders on projects, to ensure transparency, and to provide information that is accurate and meaningful.

Reviews and analyzes data, testing and validation exercises concerning the program, project, and activities to determine progress and effectiveness, to make recommendations for changes in project timelines, guidelines, goals etc. and to devise methods of accomplishing program objectives.

Conducts comparative research and data analysis to measure and improve performance of development, operations, and maintenance programs, reviews existing policies and procedures, develops findings, and drafts new or revised Standard Operating Procedures.

Provides support in making recommendations to improve operations and developing presentations which will impact policy decisions making.

Supervise, coordinate, and monitor activities of project support staff. This includes business analysts, QA resources, training groups, technical writers, developers and architects. 

Assign work accordingly to ensure organization operational goals are met.

Determine and track performance goals for strategic projects.

Prepare Fiscal Budget recommendations and cost estimates for all Strategic Initiatives.

Provide requirements for new dashboards for proactive reporting.

Produce documents such as RFRs, RFQs, BAFOs, Executive Presentations for application procurement initiatives.

Manage, monitor and escalate ATLAS enhancement, project and support requests (SQRs)
