📌 Position Overview

The Texas Health and Human Services Commission (HHSC) is seeking an experienced Business Analyst 3 to review, analyze, and evaluate business systems and user needs. The selected candidate will work closely with business stakeholders and IT teams to improve systems, processes, and technology solutions aligned with business objectives.

 

🧩 Key Responsibilities

• Review, analyze, and evaluate business systems and user requirements
• Translate business needs into functional and technical requirements
• Perform business process mapping and process reengineering
• Identify opportunities to apply technology solutions to business challenges
• Prepare solution options, risk analysis, and financial analysis (ROI, cost-benefit, buy vs build)
• Write detailed documentation of user needs and program functions
• Serve as a liaison between business stakeholders and IT teams
• Analyze raw data to identify trends and insights
• Support project planning and execution

 

🎯 Required Experience

• 8+ years of Business Analysis experience
• Strong expertise in business systems analysis and requirements gathering
• Experience with business process reengineering and process mapping
• Experience preparing ROI, cost-benefit, and financial analyses
• Minimum 5 years acting as liaison between Business and IT teams
• Strong Data Analysis skills working with raw data
• Experience working with Architecture, Application Delivery, and Sustainment teams
• Ability to independently manage complex analysis tasks

 

🛠 Preferred Skills

• Experience in large government or enterprise IT environments
• Familiarity with project management methodologies

Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Actual Years Experience Years Experience Needed Required/ Preferred Skills/Experience   8 Required Extensive experience reviewing, analyzing, and evaluating business systems and user needs.   8 Required Thorough understanding of the business analysis areas of knowledge and its associated activities and tasks.   8 Required Experience participating in software development reviews and providing advice and assistance to other team members in analysis, design, and test.   8 Required Experience performing or participating in unit testing, support system testing and user acceptance testing.   8 Required Extensive skill in planning and organizing work to meet goals and complete multiple assignments without compromising accuracy.   8 Required Thorough knowledge of software development lifecycle methodologies.   8 Required Extensive skill in effective verbal and written communications with both IT and business professionals and clients.   8 Preferred Experience with the implementation of case management systems.   8 Preferred Experience with Jira project management software.
