The forms are attached here.  In the event of second round interviews, face to face interviews may be required.

Requirement for:      Web Designer - Tallahassee, FL

End Client:                Department of Financial Services, Office of Information Technology 101 E. Gaines Street, Tallahassee, FL 32399

Due Date:                   March 5, 2026 by 12 Noon EST

All onsite work will be performed at the Department of Financial Services, Office of Information Technology located at 101 East Gaines Street, Tallahassee, Florida, unless otherwise specified.

In the event of second round interviews, face to face interviews may be required.

Scope: The Department's Office of Information Technology (OIT) is seeking one (1) or more full-time Web Designers (Contractor Representative) (Job No. 2640, Scope Variant: C, Advanced), to support the OIT in designing and developing visual interaction application prototypes. The prototypes will be used to validate business requirements, user workflows, and application design concepts before full system development. The selected Contractor will produce high-quality, clickable wireframes, screen flows, and visual mockups using industry-standard design tools, enabling the Department's stakeholders and end users to review, evaluate, and refine proposed application solutions.

Web Designer Responsibilites:. The Contractor shall perform the following tasks as necessary to complete work for the OIT as assigned by the Department's Contract Manager:

a.      Responsible for human factors engineering, heuristic evaluations, and usability testing for Web and client-based applications, as well as metrics setting and monitoring for assessing the usability of the Web application.

b.      Responsible for improving the usability, usefulness, and desirability of Web sites in collaboration with Graphic Designers, Product Managers, Engineering Staff, and other Web Designers.

c.      Responsible for performing usability tests, providing design prototypes, and providing ad hoc user interface consulting.

d.      Responsible for requirements gathering and articulation of user interface issues – including development of page/site prototypes.

e.      Responsible for user-centered design methodology, user scenarios, usability testing, storyboarding, paper, and interactive prototypes.

f.       Responsible for integrating design into program rules and system architecture, and creating innovative approaches to improving the end-user experience.

g.      Responsible for graphic applications, HTML development tools, and other applicable authoring tools, Web production, and front-end development using programming and scripting languages.

h.      Responsible for platform/browser compatibility and basic usability issues.

Content of Resumes

Resume / Responses must include:

  1. The full, legal name of the proposed Consultant.
  2. The Consultant's resume (consisting of no more than three (3) pages and including the Consultant's educational qualifications), demonstrating fulfillment of the minimum qualifications
  3. The Skills Matrix. The Department will reject a Response that fails to include responses to the "Mandatory Qualifications" and "Preferred Qualifications" for a Consultant.
  4. Pre-Screening References
  5. One of the following statements:
    1. "The Consultant will be or anticipates being otherwise employed during the term of the PO." or
    2. "The Consultant does not anticipate being otherwise employed during the term of the PO."
  6. Exhibit E, Resume Self-Certification Form, completed by the Consultant.

A minimum of 3 years of combined IT and graphic design experience. Able to understand HTML and have a strong working knowledge of Web generators and photographic libraries. Possesses a portfolio of websites or solutions.

 

Experience in human factors engineering, heuristic evaluations, and usability testing for Web and client-based applications, as well as metrics setting and monitoring for assessing the usability of the Web application.

 

Experience improving the usability, usefulness, and desirability of Web sites in collaboration with Graphic Designers, Product Managers, Engineering Staff, and other Web Designers.

 

Experience performing usability tests, providing design prototypes, and providing ad hoc user interface consulting.

 

Experience in requirements gathering and articulation of user interface issues – including development of page/site prototypes.

 

Experience in user-centered design methodology, user scenarios, usability testing, storyboarding, paper, and interactive prototypes.
