candidates must come onsite to Richmond, VA to pick up laptop, NO exceptions
candidates will need to be ONSITE on average about once/week
contract will be extended beyond 6/30/22, possibly 6-12+ months
To provide IT project management support and oversight for the implementation of a large-scale Electronic Health Record (EHR) system for the Virginia Department of Health (VDH). This position will monitor the project from initiation to closeout while meeting the project reporting requirements to VITA. The IT Project Manager will be responsible for reporting and collaborating all EHR related technology matters with multiple stakeholders, Subject Matter Experts (SMEs), and Local Health Departments. This position will provide overall management, scheduling, planning, facilitation, monitoring, and execution of all phases of the EHR project from an IT perspective and working with the agency EHR project lead.
Manage all aspects of the EHR project throughout the project lifecycle to ensure they are completed on time and within scope and budget
· Responsible for managing all technical aspects of the EHR, including all VITA interactions
· Reports to Executive Leadership Team and closely coordinates with Operations PM and vendor
Define, document, and manage project scope, schedule and budget
Provide technical, administrative, and operational management of a variety of development efforts ranging from simple to complex.
Develop, maintain, and distribute standard project management artifacts (i.e. WBS, Risk Assessments, Project Charter, Communication Plan, Mitigation Plan, schedule, status reports, etc.)
Generate recommendations in the form of technical briefings, reports, and other major documents provided to EHR lead.
Facilitates Technical Workgroups
Ensure applicable project documentation is complete, current, and stored appropriately
Respond to inquiries from the client, clinicians, field personnel, developers, and other customers.
Align project deliverables and milestones with department's strategy and objectives
Manage project within the PMO framework, process, and structure
Manage project within the larger VITA procurement and project management governance processes
Keep leadership and the PMO informed of key issues that may impact project completion, budget, or results
Facilitate project conference calls, status meetings, planning sessions, and provide for meeting notes
Be a consultant to customers and communicate project status throughout the project lifecycle
Proactively identify and mitigate project risks and issues
Manage project resources, overseeing day-to-day task execution
Utilizing system based project management applications, collaboration applications, and MS Office applications; Planview, SharePoint, MS Project, Google Meets, Teams, etc
Required / Desired skills:
Experience with implementing Electronic Health Records system
Expert skills creating and executing a Project Plan, and providing the required management and leadership to bring successful implementation roll outs
Demonstrated experience in organizing, planning, and managing information technology projects with high risk and complexity
Demonstrated experience in project planning, establishment of critical plans, identification of risks/issues, defect tracking, and status reporting
Excellent facilitation, collaboration, negotiation, and presentation skills
Demonstrated skills in documenting and understanding customer requirements and processes
Demonstrated skills in utilizing accepted Systems Development Lifecycle (SDLC) models
Knowledge and experience using multiple project management methodologies such as Waterfall, Iterative, and Agile
Experience with RFPs; creation, coordination, and review
Ability to blend methodologies together in the right proportions to fit a project and business environment
Must be able to operate effectively in a changing environment with multiple priorities
Excellent verbal and written communications skills
Strong analytical, planning, and organizational skills with an ability to manage competing demands
Bachelor's degree in Information Technology, Information Systems or Computer Science, or equivalent experience
PMP Certification
Understanding of and (experience with) Commonwealth of Virginia project management standards highly desired
Project management qualification by the Commonwealth of Virginia, or VITA PM certification
Experience or knowledge with the Commonwealth of Virginia Information Security Standard, SEC 501
