Title: Senior Business Analyst

Deliverables WMATA requires staff augmentation for a Senior Business Analyst to support performance management and improvement initiatives. S/he will collect, analyze, document and communicate performance measure results via reports and Dashboards to staff and management, the Board of Directors, and transit riders. S/he will conduct root-cause analysis when performance falls below target, identify process gaps and opportunities to achieve best practice, draft data driven recommendations for management including compelling data visualizations, and promote achievement of performance results.

S/he will also lead cross-functional working groups focused on data quality and reporting improvement efforts and formulate data gathering and reporting requirements.

 

The following specifies the duties and responsibilities of this position:

  • Develop business requirements and business processes re[1]engineering methodologies.
  • Gathers and communicates business requirements for reports and applications development.
  • Facilitates collaboration, Page 4 of 5 including coordinating and facilitating meetings, within and across business units and across IT functions.
  • Resolves problems and improves business units¿ technical environments.
  • Research, develop and write content for printed manuals, documentation and supporting materials.
  • Gather and research technical information for use in documentation activities.
  • Interview operations staff and technical personnel to become familiar with product technology, business processes and development methods.
  • Document and prepare artifacts related to the establishment of Standards throughout PERF.
  • Prepare and maintain documentation and publications relating to users, systems, programming, operations, products and services.
  • Prepare written documents following standard guidelines for technical publications.
  • Coordinate layout and organization of documentation.
  • Review and revise previously created documentation.
  • Create graphical images, flow charts and diagrams for inclusion in documentation.
  • Develop, maintain various reports and dashboards in BI tools like and not limiting to Cognos, Tableau and PowerBI.

 

Experience Level/WBS # Senior Level - Business Analyst Supplemental Duties

Experience in technical writing and business process re-engineering.

Proficiency with Microsoft Excel, Word, PowerBI and PowerPoint.

Ability to communicate effectively with developers and other technical resources in order to create the required artifacts.

Demonstrated experience establishing strong relationships with operations, IT and financial management.

Ability to produce flow charts, context diagrams, problem analyses, mind maps and other tools to capture and communicate design decisions and components.

Exceptional verbal and written communication skills. ¿ Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Ability to write reports, business correspondence and procedure manuals.

Group facilitation experience.

Proven ability to implement process improvements.

Experience coordinating Page 5 of 5 technical requirements and working with development teams.

Formal training in organizational development, complex systems analysis, group facilitation, or information systems requirements analysis.

Experience in the transit industry and WMATA Operations
