ROLE: Cloud Solution Architect

LOCATION: Pierre, SD or Remote

DURATION: 6+ months Contract

POSITION RESPONSIBILITIES

The Cloud Solution Architect will work with the Enterprise Architect and other BIT Architects to provide expertise, direction, and assistance in application architectural consulting to technical analysts, application engineers, senior database analysts, and other systems architects. This person will work with a variety of State Agency and development team members to promote innovation, platform improvements and automation as well as streamline how we create and deliver applications to our internal customers.

SPECIFIC DUTIES

Incumbent is expected to lead, coordinate and participate in several aspects of the enterprise architecture (EA) program and its efforts to develop, maintain, improve and govern the enterprise architecture across the organization including: (1) business architecture, which is focused on guiding people, process and organizational change; (2) information architecture, which is focused on the consistent sharing of information across the enterprise; (3) solutions architecture, which is focused on developing a direction for managing the portfolio of to-be solutions; (4) technical architecture, which is focused on evolving the technical infrastructure; 5) cloud architecture, providing assistance to BIT Development and vendors on implementing solutions in the Azure cloud; and (6) security architecture, which is focused on managing IT risk through the exchange of information between people, systems and things inside and outside the organization. 

Services include working with program and technical management staff within multiple state agencies to develop deliverables that guide the direction and development for technological solutions which drive targeted business outcomes. Technologies may include data warehousing, data center, infrastructure, cloud, and web.

• Assist agencies with identifying cloud-based solutions and developing strategies for migrating to and/or integrating those solutions.
• Assist in the evolution and implementation of DevOps methodologies through automation and scripting.
• Assist in the evolution of the enterprise architecture program.
• Assist with designing the governance, assurance and standards activities associated with ensuring enterprise technology architecture compliance.
• Develop strategies for ensuring future enterprise technology maintains and improves the interoperability of systems, data, and processes.
• Facilitate planning sessions with management and cross-agency teams to capitalize on opportunities for cooperation and cross-boundary corroboration between agencies.
• Find /explore opportunities among new or ongoing agency initiatives to take advantage of existing state investments and implement innovative technologies across agencies.  When examining or investigating new initiatives, ensure the broader consideration of multi-agency integration opportunities. This includes defining the requirements, principles and models that guide technology decisions for the enterprise.
• Identify common business processes that can be used to build, acquire, automate, expose or reuse 'shared' data and services (within and across agencies).
• Provide operational support for new and existing technology implementations using Azure Cloud Services.
• Run technology experiments, helping to create new products and services, and integrating the best of these into steady-state operations for the enterprise.
• Seek opportunities to highlight how the enterprise can leverage existing technologies from other agencies to meet business objectives.
• Understand, advocate, and augment the business and IT strategies — and, more specifically, enterprise development and service delivery. Be prepared to "sell" the enterprise process, its outcome and ongoing results, and to lead the communication activities needed to ensure enterprise success and use.
• Work with Senior Architects to define high-level migration plans to address the gaps between the current and future state, typically in sync with the IT budgeting or other capital planning processes.

The successful candidate should have the following knowledge and experience to be considered for this senior-level position:

• 2+ years of direct experience designing, implementing, and maintaining Microsoft Azure Cloud Services.
• 2+ years of direct experience developing and maintaining Power Platform services.
• 2+ years of direct experience facilitating meetings and discussion groups of various sizes, with all levels of the organization. Participation in meetings and discussions does not meet this requirement.
• 2+ years of direct experience in DevOps, including implementation and maintenance of CI/CD pipelines, automation, etc.
• 2+ years of direct experience of providing leadership and project management services.
• 2+ years of direct experience performing work in a team environment using the Agile/Scrum Methodology
• 2+ years of experience creating application and/or service solutions within the Microsoft Azure Services Platform.

• Ability to identify opportunities for improving process quality and efficiency and to participate in process improvement initiatives.

• Demonstrated experience in implementing IT best practices.
• Experience with Azure DevOps (formerly Team Foundation Server).
• Innovative, creative thinker with the ability to envision ways of doing things more effectively.
