NYS Department of Taxation and Finance Web based Electronic Payment and IFTA Programs

The Department is planning to provide NYS with a front-end revenue collection process. This will include procuring a services from a financial institution to provide a web-based payment portal solution for all of the Department's electronic payments for 17 tax programs, including ACH Debit, ACH Credit and Fedwire processing services.
In addition, the Department may require a turn-key solution to process International Fuel Tax returns. The solution will replace the front-end process currently provided by Bank of America and replace the Department's returns processing system.
The Department has developed a multi-year front-end processing which maximizes our web and electronic methods and utilizes our internal Returns Processing Center and NYSID/Sourcecorp to process paper remittances and returns. To implement this strategy, the Department has limited resources that can be assigned to develop the detailed program requirements for the 17 tax programs impacted, develop the specifications for the program, evaluate the strategy and coordinate and integrate the services into the Department's systems in a manner that ensures that the revenue stream of over $80 billion is not disrupted.
Review of Department system and processes for various tax programs for the purposes of:
Development of process flows
Development of Requirements and specifications Perform cost-benefit analysis for various solutions.
Develop project and system documentation.
Develop criteria for evaluation of strategies.
Prepare written and oral communication on various. project milestones and deliverables.

Mandatory Requirement:

 

Manages small to medium-scale business analysis work or projects with distinct deliverables to a solution

 

Candidates should have at least 30 months experience, and at least one of the following should apply:

 

Business process Analysis & Business process Re-Engineering
Experience in gathering, analyzing and documenting business requirements, including documentation
Experience in preparing functional and detail system design documents
Experience with Technical Writing is desired.
